Gov. Dannel P. Malloy, in response to a proclamation issued Monday evening by President Barack Obama, has directed all U.S. and state flags in Connecticut to fly at half-staff until sunset on Sept. 20, 2013, in honor of the victims of the acts of violence perpetrated [Monday] at the Washington Navy Yard.
