The State of Connecticut publishes this template as a guide for Harbor Management Commissions to follow so as to gain approval from the State and the Army Corps of Engineers for Local Town ordinances to guide the actions of a State Harbor Master. This process will allow for more local control over the Harbors and Coastal resources of the Town in the waters of the State of Connecticut. Federal and State funding will then have a plan for how public funds may be obtained and used for short and long term planning.
