New MISA Site Plan Approval Required

The Toxic Substances Control Act MISA Approval requires a new Municipal Improvement Site Plan detailing all aspects of PCB remediation to USACE, EPA, and DEEP standards before work can start on MISA.

 

It didn't take long for qualified prospective MISA bidders to read the Greenwich Public Schools (GPS) Toxic Substances Control Act (TSCA) Approval before deciding not to submit bids:


"This Approval does not release GPS from any applicable requirements of federal, state or local law."

The MISA auditorium is a relatively small part of the overall project.  Work on the Auditorium can neither begin nor be properly bid until all other aspects of the remediation have been determined, approved, and permitted.  A new site plan is required.  New permits are required.  New approvals are required on the federal, state, and local levels.

AECOM and EPA estimate it will take more than 10 years to complete this project following a 5-10 year permit and approval phase.
