Byram Woman Charged in Neighborhood Dispute

Greenwich Police say arrest stems from report she 'alarmed' children when she 'held a firearm.'

An apparent "ongoing" dispute between two Byram neighbors has lead to the arrest of one of them, according to Greenwich Police.

Police said Revital Cohen Bain, 42, of 27 Richard St., Greenwich, was arrested March 29 after they obtained an arrest warrant charging her with risk of injury to a minor and disorderly conduct. The incident, for which details about where the incident occurred or what precipitated it, were not included in the arrest report released by police. The incident was reported to have happened Feb. 13, according to the report.

Greenwich Police spokesman Lt. Kraig Gray said, "There has been an ongoing neighborhood dispute in which many complaints and cross-complaints have been made. In this particular instance it was alleged that Bain had held a firearm in such a manner as to cause neighborhood children to become alarmed. The Community Impact Section is continuing to investigate ..."

Bain's lawyer, Philip Russell of Greenwich, said, "We are perplexed and confused and completely innocent of any wrongdoing. Her next door neighbor was arrested for deliberating knocking down her fence with his truck ... I sued him and he paid for the fence. This complaint, as best as we can tell, is payback."

Russell added, "It is unclear in the arrest report where this occurred."

It was a little more than year ago that a Greenwich man was arrested on criminal mischief and breach of peace charges . According to a Greenwich Police report at the time, Jeffrey Stempien, of 29 Richard St., was arrested by police who obtained a warrant accusing Stempien of having an argument with a neighbor and damaging the neighbor's fence.

"This is just weird," Russell said. "She does not have any guns in the house. Police declined to obtain a search warrant for her home or ask for permission to search the house," he added. He also said that Bain is a graduate of the Greenwich Police Department's Citizens' Police Academy.

Bain posted $50,000 bond and scheduled to appear April 19 in state Superior Court in Stamford.
