Greenwich to Consolidate Town, BoE Human Resources Departments?

Greenwich Board of Estimate and Taxation looking at ways to consolidate back office operations for cost savings.

In order to realize new cost efficiencies, the Town of Greenwich is reportedly looking at ways to consolidate the back office operations of Town Hall and the , starting with the two human resources departments.

According to a report in the Greenwich Time, the Board of Estimate and Taxation is considering merging the human resources departments into a single HR department. Currently the town's HR department employs 17 people, with an annual budget of $1.9 million, while the Board of Education HR department employs eight people (the budget for the eight was unknown as of presstime), according to the report.

In order to verify that consolidation would benefit the town, officials have commissioned a $75,000 study from the Hay Group which is expected to be presented to the BET during its meeting at 6 p.m. tonight, Oct. 3, at Town Hall.

Board of Education Chairman Stephen Anderson has reportedly expressed support for the idea of consolidating the two departments. In the Greenwich Time report he pointed out that there’s already been beneficial consolidation between the Board of Education, the Public Works Department and the Parks & Recreation Department with regard to the maintenance of athletic fields.

In an opinion piece published in in May, Karen Fassuliotis, RTM District 7, encouraged an open dialogue among town officials so as to "generate ideas that lead to consolidate functions and services to produce a more streamlined government and Board of Education."
