And is jaywalking enforced anywhere except California? I assume that if puppy mills can't sell in CT or don't get rid of the dogs by the time they grow up, they kill them. How about a law that prevents the governor from robbing money from one section of the state budget to pay for other things? How about a law bans open containers from moving vehicles in CT? How about a law that provides tax incentives to our dwindling business environment? It's sad that these dogs are dying or born sick or whatever. But a lot of things are sad. That doesn't mean we need to waste taxpayers' money or our legislature's time on it.

There's a lot of things we shouldn't need laws for, but we have them. Driving while texting,Read More sexting,jaywalking, etc etc , but we have them. Waste of tax payer's money? Sure it is, but when common sense doesn't step in, we have to be told how to behave. The animals didn't ask to be born, why should they suffer? No more than a child is asked to be born and then punished for it.
